Our Services (Government Accounting Operations)



The Accounting Methodology Section has the primary function of ensuring that all Government Departments adhere to the Government Accounting Standards, Finance Policy and Administration Manual, and other procedures related to the accounting function. This is achieved through:
  • monitoring the adherence of the various standards and regulations
  • reprimanding individuals and Departments that regularly and consistently do not adhere to the standards and regulations
  • organising training sessions in conjunction with SDO regarding the standards and regulations


The Accounting Operations Section is entrusted with the day-to-day operation of the accounting system and other related tasks. This section has the following functions:
  • Accounting system maintenance
  • Departmental accounts transaction processing
  • Accounting, monitoring and control of EU related funding
Accounting Operations Section


The Financial Statements Compilation & Reporting Section has the responsibility to produce the monthly, quarterly and end of financial year Financial Statements. The following functions are performed by this section:
  • Defining and enforcing the report processing schedule to be adhered to by all relevant Departments
  • Following the month-end procedures for all departments to issue monthly consolidated Financial Statements and other reports
  • Issuing quarterly consolidated Financial Statements and other reports
  • Issuing end-of-year consolidated Financial Statements and other reports
  • Producing relevant reports for onward transmission to the Ministry of Finance and Economic Affairs, National Statistics Office, Central Bank, and Economic Planning Division as appropriate
  • Producing the Treasury Financial Report and other publications issued by the Treasury
  • Compiling Government Finance Statistics and other data relating to public finance


The Treasury Cashier's Office is headed by an officer in the grade of Senior Principal, designated, the Treasury Cashier. Essentially, the office comprises the following functions, namely:
  • Bank Transactions
  • Bank Reconciliation
  • Cash-flow Projections


Accounting Operations Section
The Systems Management and Administration Section has the overall responsibility for the administration and support of the Government's Accounting System as well as other systems used within the Government Accounting Operations Division. This includes:
  • the development, testing and upgrading of systems within the Government Accounting Operations Division
  • routine maintenance of the software (back-ups etc)
  • the development and generation of detailed reports and statistical information
  • first line of IT support to the users at the Department
  • responsibility for the allocation and maintenance of passwords and control on user access to systems owned by the Division
  • the enhancement and exploitation of office automation within the Division
  • overseeing the security of systems and confidentiality of information
